What affects latency to China

Latency to a GPU in China is set mostly by two things: the physical distance between you and the datacenter, and the network path your traffic takes to get there, not by which provider operates the box. Two providers in the same city will generally perform about the same for a given connection; a provider on the other side of the planet will not, no matter how it's priced.
